Most people treat the eCoC as a single file for a finished vehicle. In multi-stage manufacturing that view is incomplete.

Successive eCoCs

When a vehicle is built in stages (base vehicle → incomplete vehicle → completed vehicle), each stage that significantly changes the vehicle issues its own eCoC.

The IVI contains a Stage of Completion field (typically Complete, Incomplete or Completed).
Authorities and systems can retrieve multiple IVI records linked to the same VIN, corresponding to the different stages.

The final manufacturer is responsible for the eCoC of the completed vehicle. That file must correctly reflect the vehicle as it stands after the last stage, while remaining consistent with the data and approvals from previous stages.

Where practical problems arise

Regulation (EU) 2018/858 already requires proper information exchange between manufacturers involved in multi-stage type-approval. With the move to digital eCoCs this exchange becomes more critical.

Common operational issues include:

  • Incomplete or outdated data handed over from the previous stage

  • Differences in masses, dimensions or other technical values that are not properly updated

  • Lack of clear version management when corrections are made at an earlier stage

  • Bodybuilders and converters who do not receive the previous stage eCoC data in a usable format

These issues do not always produce an immediate clear error message. They can surface later during registration or when an authority examines the full history of the vehicle.

Why this matters for bodybuilders and small series

Many bodybuilders, multi-stage converters and constructors receive incomplete vehicles from different suppliers and must issue the final eCoC themselves. They carry the practical responsibility for the completed vehicle file.

Large OEMs usually control more of the data chain. Smaller manufacturers often depend on the quality of the data they receive from the previous stage.

Opeenvolgende eCoCs (multi-stage)

Wanneer een voertuig in stappen wordt gebouwd (basisvoertuig → incompleet voertuig → voltooid voertuig), geeft elke stap die het voertuig significant wijzigt zijn eigen eCoC uit.

De IVI bevat een veld Stage of Completion (doorgaans Complete, Incomplete of Completed).
Autoriteiten en systemen kunnen meerdere IVI-records ophalen die aan hetzelfde VIN gekoppeld zijn, overeenkomend met de verschillende stadia.

De laatste fabrikant is verantwoordelijk voor het eCoC van het voltooide voertuig. Dat bestand moet de toestand van het voertuig na de laatste stap correct weergeven en tegelijk consistent blijven met de gegevens en goedkeuringen van de vorige stappen.

Waar praktische problemen ontstaan

Verordening (EU) 2018/858 verplicht al een goede informatie-uitwisseling tussen de fabrikanten die bij multi-stage typegoedkeuring betrokken zijn. Met de overstap naar digitale eCoCs wordt die uitwisseling nog kritischer.

Veelvoorkomende operationele problemen zijn:

  • Onvolledige of verouderde gegevens die van de vorige stap worden doorgegeven

  • Verschillen in massa’s, afmetingen of andere technische waarden die niet correct worden bijgewerkt

  • Ontbreken van duidelijk versiebeheer wanneer er correcties gebeuren in een eerdere stap

  • Opbouwers en ombouwers die de eCoC-gegevens van de vorige stap niet in een bruikbaar formaat ontvangen

Deze problemen geven niet altijd meteen een duidelijke foutmelding. Ze kunnen later zichtbaar worden tijdens de registratie of wanneer een autoriteit de volledige geschiedenis van het voertuig bekijkt.

Waarom dit belangrijk is voor opbouwers en kleine series

Veel opbouwers, multi-stage ombouwers en constructeurs ontvangen incomplete voertuigen van verschillende leveranciers en moeten zelf het finale eCoC uitgeven. Zij dragen de praktische verantwoordelijkheid voor het bestand van het voltooide voertuig.

Grote OEM’s beheersen meestal een groter deel van de dataketen. Kleinere fabrikanten zijn vaker afhankelijk van de kwaliteit van de gegevens die ze van de vorige stap ontvangen.

Praktische conclusie

Opeenvolgende eCoCs zijn met elkaar verbonden.
Consistentie van gegevens over de stappen heen en zorgvuldig beheer van het finale eCoC zijn even belangrijk als het correct aanbrengen van een elektronisch zegel.
