What is an eCoC?
For information only; no rights can be derived from it. Only the electronic CoC (IVI) is legally valid.
An eCoC is the electronic Certificate of Conformity of a vehicle. With a CoC you, as manufacturer, declare that a vehicle matches its approved type. The eCoC holds the same data, but as an XML file instead of paper.
Since when is the eCoC mandatory?
Article 37 of Regulation (EU) 2018/858 applies since 5 July 2026. On 29 November 2026 the transition period for paper CoCs ends. If you still work on paper, now is the time to switch.
Who needs it?
Manufacturers with an EU whole-vehicle type-approval in categories M, N and O. That includes small builders: a trailer builder with an O2 type, a bodybuilder finishing a box van on an N2 chassis.
An individual approval is not a CoC. Vehicles approved one by one do not get an eCoC.
Not a PDF, but XML
An eCoC is not a signed PDF. It is a structured file in the IVI 2.0 format. Authorities read and check the fields automatically: first the structure against the official schema, then the content, such as mandatory fields and logical relationships. One missing field is enough for the file to be rejected.
What does it mean for a small manufacturer?
If you make your CoC in Word or Excel today and print it, that part has to change. In On Road you set up one template per vehicle type with the fixed data. For each vehicle you complete the VIN and the options. On Road creates the XML file, checks it and seals it.
You issue the eCoC yourself, with your own company certificate. You don't wait for your technical service. It stays important for the type-approval, but the eCoC for each vehicle is something you do yourself.
